Humans and other creatures can become ayakashi after they die, and even retain some degree of their personality and memories, but it's a fundamentally different existence. It doesn't sound like what people are describing here. My best guess is that the people in charge of this place are very, very powerful-- maybe even powerful enough to create a realm where they alter something like even death.
